Problem description: My notebook has 13" screen. Today I tried to make a
conditional format, but the dialog size is bigger than the screen. I cann't
confirm the new conditional format.
Steps to reproduce:
1. Open a new spreadsheet
2. Choose one cell
3. Open Conditional Formatting dialog
