See also bug 158101. => NAB This has been decided probably as a rule of thumb to avoid overlong menus. It depends however on the situation whether a commands is only temporary not available (and should be disabled) or not suited at all (only in this case it needs to be hidden). We do not properly distinguish between these two scenarios. But I'm afraid there is no feasible solution. For the particular command FID_FILL_SERIES the code whether to disable is in sc/source/ui/view/cellsh.cxx under GetBlockState().
