The User Interface page contains:

In fact:
1. The option moved from View to Appearance in 25.8.
2. The preference is not (or at least, no longer as of 26.8) controlled by a
list box, but rather by a dropdown.
3. The label is now just “Notebookbar”.
By the way, there is no explanation of what “Notebookbar” means.
