Note that MS Office and other office productivity suites with a ribbon-like interface only offer a static one. Our Notebookbar It used to be partially customizable (no reodering, but with the ability to toggle items on and off); but even the limited customizability made other improvements difficult and slow to implement. It was decided - among other things, due to lack of expressed interest in NBB customization - to drop this capability and allow for those other improvements. What you're asking for is a making the notebookbar into a full-fledged customizable meta-widget. That is actually a huge amount of work, much of which would be in the underlying GUI toolkits / frameworks (GTK, Qt, Skia, etc.) . I believe that is outside the scope of LibreOffice as a project.
