Description:
LibreOffice cannot start in normal mode on my Windows 11. I have tried
completely uninstalling LibreOffice, deleting installation folder AND user
folder, rebooted, yet after the following installation of LibreOffice, it fails
to start. All I get is an empty window called LibreOffice, which windows adds
Not Responding to.

I have tried changing printer default to PDF, force away from hw acceleration
(which it already was), but besides that, there really isn't much that should
be able to block LibreOffice from starting.

Starting LibreOffice in Safe Mode however works every single time, and that is
how I change options.

Steps to Reproduce:
1. Clean install LibreOffice
2. Start LibreOffice


Actual Results:
Empty frozen LibreOffice is shown.

Expected Results:
I expect normal behavior from LibreOffice, showing the same stuff it shows in
Safe Mode.
