A rule of thumb could be: 1. "General" (as some summary ) 2. "Specific" content (here image related) 3. rather "generic" items (font, alignment, etc.) 4. "Expert" functions last "Options" for the image dialog is about a11y and therefore specific. Past 26.2 the order was: Position and Size, Options, Wrap, Hyperlink, Rotation, Crop, Borders, Area, Transparency, Macro. Changes to the order have different reasons and were not done intentionally.
