headerInvalidation.odt: removing blue header doesn't refresh on "odd" page

repro 26.2+

headerInvalidation.odt is a similar, but more fundamental example. Switching
back and forth between web mode does NOT fix the layout.

Separate left/right headers were already available in OOo, so this bug is
ultimately inherited from OOo since OOo exhibits the same problem with this
example document.

Steps to reproduce:
1.) open the file. (notice both headers have a blue background).
2.) Format - Page style - headers - more - change Area colour to None (or any
of the other header properties like margins, spacing, height)
3.) notice the change only visually affect the even pages, even after toggling
web view.
4.) save and reload. Notice that all headers display the same now.
