There is no guarantee that the list definition in position 7 is the same in en_US as it is in zh-TW. This is especially likely for Outline numbering now - since en_US was significantly re-arranged recently (24.2 I think). The "tooltip" would need to be defined as an untranslatable part of i18npool/source/localedata/data/en_US.xml, which would be a very significant modification.
