Complete nonsense. You can create PDFs protected against *opening* in current
LibreOffice just as well; that kind of protection works by encryption,
preventing from reading the actual PDF content. Just enter "open password",
which is two top boxes in the PDF security dialog ("Set Passwords").

That you didn't learn that simple fact since OOo 2.0, and never realized that
top two password boxes there serve a different purpose compared to two bottom,
only tells that your knowledge needs a bit of improvement.
