Found while testing bug 166963
When a hyperlink contains an alphabetical index entry, and the document is
exported to PDF with PDF/UA enabled, the PAC tool shows a "Link annotation is
not nested inside a Link structure element" error about the alphabetical index
entry.
1. Open attached document (minimized from the example file attachment 201219 )
2. Save as PDF with PDF/UA enabled
3. Open the result in PAC 2024 tool
-> gives an error message
