UI: Border padding can be set and applied to image without an actual border
being set
Steps to Reproduce:
1. Open the attached file (or any file with image)
2. Select the image -> Press F4
3. Go to border tab
4. Notice the Padding spinboxes being activated (not disabled)
Additional
5. Pick Line Arrangement present: All 4 borders
6. Adding some padding, say 0,5 cm
7. Press OK. Padding applied, image shrinks
8. Press F4 again. Pick the Line Arrangement: all borders disabled
9. Press OK
Older versions: like LibreOffice 5.2.5 -> Image increases to original size
New versions: Image keeps padding without borders

Padding applied without borders
Expected Results:
A) Padding is dependent an having a border: disabled border is disabled padding
(as before)
B) There is a UX change: Padding has become independent of borders: should move
out of the border dialog
