Thank you for reporting the bug. I can confirm that the bug is present in the
versions of LibreOffice listed below. The issue only shows up after step 3,
following steps 1 and 2 keeps both the border and text contained in a single
cell.

This behavior seems to emerge once the Text Orientation exceeds 271 degrees.
