The behavior I see (with a modified version of JAWS that was provided to me for analyzing another issue, so behavior might differ from the official release) seems a little different: When the cursor is at the start of the paragraph and I press Shift+Down, the newly selected line is announced just fine. When the cursor is somewhere in the middle of a a line, pressing Shift+Down results in only the rest of the line where the cursor was previously selected to be announced, not the newly selected start of the line the cursor moved to. In any case, it probably makes sense to retest once tdf#166546 is solved.
