It appears that the code that "sleeps" in lftp, when run under
        cygwin, does some sort of a busy-wait that uses all available
        CPU cycles.  This can be observed when the application is
        waiting to retry a connection, or when running in fish mode
        while the parent job is waiting for the child to finish.
