Anything that:
(a) has them
(b) is capable of detecting your HDD and changing bits on it (i.e. has
drivers for your hardware)

Yes.

No special measures. Do what you would ordinarily do when partitioning
a drive. If dual-booting, make sure you won't destroy the ability do
boot any other systems present. Details depend on details.
