 It seems to be a side-effect of using (some) old .configs.  My
notes on this aren't as detailed as I thought, you need to build the
RTC device drivers (in device_drivers) -

 I can't remember if everything needed defaults to 'on' once the
drivers are selected (RTC_HCTOSYS and RTC_SYSTOHC should be checked,
they are near the top of the list), similarly the interfaces (sysfs,
proc, dev), but the PC CMOS driver (listed under Platform) will
default to 'on' for regular x86 hardware.

 The problem also shows up at shutdown - unable to run systohc.
