William, Adding the --with-sysroot to the end of the configure line in Binutils-2.23.1 - Pass 2 then rebuilding solved the problem in check-0.9.9.
Before asking here I had checked the errata page but there was nothing there. After your reply I checked again and now there is an entry. Bruce, It's now moot, but my base system is Linux Mint 14 KDE which is 32-bit KDE 4.9 on top of Ubuntu 12.10. IF/when I have other questions I will remember to include that information.
