I'm sure it's doable to automatically generate a basic kernel config; a config that has been trimmed down to the essentials needed to boot on a particular machine. But it would probably a Labour of Sisiphus to keep up to date with the changing kernel and all the different hardware configurations to test on. It would probably be a somewhat thankless task with users only giving feedback when it didn't work.
