Right now, the number of people working on this is 0, so I think you
can work at whatever pace you want. I would pursue the DB->Texinfo
conversion, if possible. For starters, you'll need to get the tools
for working with the XML. This page has a quick getting started guide
for working with the BLFS sources:

The next step is the docbook conversion. I've never used these tools,
but docbook-utils should have what you need:

An alternative would be docbook2x:

I don't know what the strengths/weaknesses of each are, but they both
provide a docbook2texi program. I'm not sure if you'll actually need a
TeX installation, too, or if texinfo (i.e., makeinfo) is enough.
