This may help solve the problem: http://www.debian.org/ports/powerpc/inst/yaboot-howto/ch4.en.html debian focussed, but links to an executable to make the boot partition and instructions for it, which seemed to be the problem the op mentioned, a lack of tools to make the boot partition.
