Restarted over a dozen times since deleting and creating the files,
the syslogd is running.

How does your /etc/syslog.conf file look?  I just realized yesterday
that I hadn't been logging anything for two weeks when I accidentally
overwrote it with a cat command from another package.  Whoops.

Looks like the LFS 6.1 book says it should look (with an extra *.* -/var/log/messages line). I checked it many times today, so you can rule that out.
