Everthing was going perfectly until I reached chapter 7.9 from SVN-20051118

I am certain that the required locales were created in both chapters 5 & 6,
and the final test for glibc-2.3.6 was as expected.
The only thing I could find not highly debian related was:

This appears to be related to UTF-8 support.

deviates from the manual and thus is worth questioning.
Please help if you can, I would hate to have to trash this build:-)
