That's initially what I thought too, but the systemd-197 tarball ships
pre-built man pages. At the moment, I'm suspecting a bug where the
*installation* of the man pages are disabled because the *building* of
the man pages has been disabled by ./configure. That's easy enough to
work around with a few 'install'/'cp' commands though, should we need
to.
