I'd suggest we just push this ticket out to 'Future'; it's been 5 years since the last release of Texinfo and I can't remember seeing any major bugs or security issues with it. Holding off for another six months to see it in a release, while packages sync up with the new requirements it may have for syntax, doesn't sound too bad to me.
