Default root umask is 0022. Root umask doesn't need to be set.
At this point, it doesn't matter what the distro sets. Since the default
umask for root is 0022, and umask isn't set in ch6, it is all proper.

The issues caused by a more restrictive umask are only evident in some
of the package tests that occur much later in the install.

So are you stating that umask needs to be set or not?
