I doubt that anything will be removed from current procps. There is, 
however, procps-ng which is a fork of original procps and it is 
maintained by Debian, Fedora and OpenSUSE. procps-ng 1.3.3 (I guess) 
still has kill fully functional.

I do remember that Lennart complained about procps-ng and said that 
those utils should be merged in util-linux, but I am not sure if that's 
the case.
