Second, I'm still not convinced, but for nl3 in blfs (when I get to it - I'm finding so many issues of detail along the way that I'm still not close to starting the commits) I'll go with whatever lfs has decided on. Libnl2 only has the pktloc file (a subset of the version in libnl3), 3 also has classid. Third, dare I mention /etc/iproute2/ ?
