I've just had a go at it. I didn't need to edit configure at all, I got
it to compile without pkg-config like this:

PKG_CONFIG=/tools/bin/true LDFLAGS=-lblkid ../e2fsprogs-1.41.14/configure \
  --prefix=/usr --with-root-prefix="" --enable-elf-shlibs \
  --disable-libblkid --disable-libuuid     --disable-uuidd --disable-fsck
