Actually it should be PARMS=${SYSKLOGD_PARMS-'-m 0'}
Try this short script:
#!/bin/bash
SYSKLOGD_PARMS=''
PARMS=${SYSKLOGD_PARMS-'-m 0'}
echo $PARMS
