Should it be "xkb_layout"? This works for me in /etc/X11/xorg.conf:

Section "InputDevice"
  Identifier "Keyboard"
  Option     "Device"     "/dev/input/keyboard"
  Driver     "evdev"
  Option     "xkb_layout" "gb"
EndSection

(I use custom udev rules to make a symlink, /dev/input/keyboard, that
points at the actual keyboard device.)
