See http://www.vim.org/sources.php - the 7.3 tarball includes all of the files that previously were split into the -lang and -extra archives. You should be able to prevent jhalfs from installing the -lang bits by de-selecting Build Settings -> Install vim-lang package from the configuration screens. Or just change VIMLANG=y in the Configuration file in the top-level jhalfs directory to '# VIMLANG is not set'.
