Patch was against sourceforge expect tree where tcl.m4 still exist
In that tree, there is 2010 dated code change.

I haven't checked how different is expect-5.44.15 but I suppose code is
different from cvs code.
I have loaded expect-5.44.13 at that time and diff from 5.44.13 to 5.44.15
is 7 748 bytes
