Thank you Giles.  Taken directly from
info bash -> Shell Variables -> Bourne Shell Variables -> PS1 (for which
I've probably skimmed over 20 times trying to figure out if something
had changed):

`\['
     Begin a sequence of non-printing characters.  This could be used to
     embed a terminal control sequence into the prompt.

`\]'
     End a sequence of non-printing characters.

I had thought about posting to support, then thought "No, this is an old
bug."  I'm not sure, maybe I've always just copied the previous
version's profile items, but I've never noticed this.  Anyway,
completely documented and certainly not a bug.  Thanks again.
