Matt, Thanks for all the updates. I have a suggestion to keep things easier. As long as -dev and 6.5 are the same, I think we should update -dev only and then make a new tag (not a branch) for new rc-x releases. It doesn't make sense to me to update both. The rc-1 should just be a snapshot of -dev with the exception of marking it -rc1 in general.ent.
If we do a rc2, just make a tag of -dev and change general.ent.
