Matt,
   Thanks for all the updates.

   I have a suggestion to keep things easier.  As long as -dev and 6.5 are the 
same, I think we should update -dev only and then make a new tag (not a branch) 
for new rc-x releases.  It doesn't make sense to me to update both.  The rc-1 
should just be a snapshot of -dev with the exception of marking it -rc1 in 
general.ent.

   If we do a rc2, just make a tag of -dev and change general.ent.  Once we 
start updating -dev with changes that won't make it into 6.5, then we should 
make changes as necessary to the branch, but I'd think, like RFCs, that any 
changes would just go into the errata on the web site.
