Hmm.

The bug is that bash loops forever on startup, right?  That shouldn't be
terribly hard to test: just set LC_ALL and start up another shell (and
don't change LC_ALL in the shell startup files).

OTOH, if (as Alexander said) there are lots of other locales with
problems, maybe we don't care quite so much.  I guess it depends on what
those problems are; I have no idea...  :-(
