I am starting to address the subject ticket. I propose to follow Chris' suggestion and move the 'Toolchain Technical Notes' section to the appendix between Acknowledgments and Dependencies. I will then change the Introduction to refer to 'Toolchain Technical Notes' and tidy up any other wording changes that are needed.
