I think the configure line should reflect any required and recommended
packages, but not optional packages.  The issue of what is a recommended
vs optional package should reflect the editor's judgment.

Optional configure options that are listed in the Command Explanations
are also a judgment by the editor.  In no way should we try to list all
configure options.
