That's a good question.
Indeed it is! I think it was just taken from the example rules files
that ship with the udev tarball.
http://lists.debian.org/debian-security/2000/11/msg00152.html has some
information relating to the security issues surrounding /dev/fb
permissions and why Debian changed to using 0620.
And now Debian uses 0660 for both static and udev-based /dev. So Joe is
right.
