Hi all,

Apparently, something has happened (or has been modified) to the
Trac system's ability to automatically produce email messages when
a ticket is added/modified and when book commits are received.

This should be an elementary item to fix, as I have Trac installations
on other servers using the same exact method to produce the messages,
and it is a trivial operation.

If someone could look into this, and perhaps get it working again,
it would be appreciated. It is next to impossible to keep up with
development without these messages.
