I'm both late on this and generally just a lurker here, so feel free
to ignore me based on both counts. For a possible third reason, this
is opinion, and not technically based.

I agree that a full set of users and groups needs presented to the
reader somewhere (probably BLFS), but I also agree with Archaic in
that it's much more educational for the reader to go through each step
in creating the users and groups, and also that to be "fully
functional" doesn't necessarily mean there's (for example) audio
hardware, let alone a reason for devices and a group, and the same
goes for the other similar examples. LFS is written in a style that
will get you started towards most any end you're trying to get to,
while BLFS is broken into sections to continue the path, whatever it
will or won't include.

As for the udev rules, I'm still slowly getting acquainted with them
and have neither the expertise nor the time to effectively comment so
far.

Finally, from personal experience, I can say that most people who come
to LFS don't do it to have a small, clean, fast, and stable system
(which is part of what they get), but instead go through the book,
doing the build, to understand how and why it works, something you can
never truly learn from any "packaged" system. Between re-building my
main system as often as I have time to manage and lurking on these
lists, I've learned more about how nearly every part of the system
works than I ever could have using something that was, well "simple".
