The correctness criteria for glibc are stronger than for libiconv, since
it's used by many more people.

It can also be a bug in libiconv, due to the fact that at the time when
I introduced that transliteration, I was still using the old X11 fonts
which showed <U0027> as a curled apostrophe, similar to a prime.
