It needs to be explicitly stated, again, as people aren't getting it.
The utf8 addition to the book *DOES NOT MAKE YOUR SYSTEM RUN IN UTF8*!

It gives you the ability *IF YOU SO DESIRE* to choose utf8 for your
locale. It still defaults to ascii if you don't do anything with the
console script. There is no change in the default.
