Sorry if this wasn't clear. All access to Trac is via a user. If you
aren't specifically logged in, you are accessing it via the built-in
anonymous user. You can grant the anonymous user any level of
permissions that you desire. In the prototype setup, this user can
currently read just about anything, and create new tickets, but not
modify anything. So anyone should be able to file a bug.
