Wrong question. Better: how does Gentoo store manual pages on disk and display them on the screen, if a UTF-8 based locale is in use?

BTW LFS doesn't handle UTF-8 manual pages at all :) it stores manual pages on disk in 8-bit encodings and converts to UTF-8 only after processing by groff (in the non-Japanese case).
