It is certainly not unwelcome. However, discussion of UTF-8 issues on BLFS-Dev will mostly center around packages that need special descriptions, instructions or some other needs. For the questions you are asking, though Alex may respond here, you're probably going to get better/more response if you post to LFS-Dev. I've cc'd this message there, as this thread is probably more valid over there.
