Yes, it is a broken behaviour, but it probably means some local
misconfiguration, because it is not reproducible here on the LiveCD.
Could you please run the following commands as root and mail the
resulting "typescript" file and your kernel .config to me off-list?

DEBUG=yes /etc/hotplug/usb.rc start
