As Gerard mentioned, they are needed for some BLFS packages to build.

If I remember, there is only one BLFS pacakges that needs it
sgml-common. That pacakge links to autoconf/automake files in
/usr/share which do not exist which requires the regeneration. We can
side-step that by installing the pkg manually.
