It is the submitters job to send it upstream. And he/she may have
already done so. As Randy said, not many maintainers respond back
especially for the not so well maintained packages (and these are the
ones for which patches are usually needed). For the patches I have
sent upstream, barely 50% have been acknowledged.

Keep it for as long as it is deemed useful. Make a policy on when the
patches will be deleted.

That is nothing compared to some of the official package repositories
I have seen. Check out the official download locations for the
packages that you have mentioned above.

Note that only lfsers that stray from the book instructions need to
directly access the patches download directory so not many people may
be worried that the downloads look cluttered.

Note that I am not advocating keeping the patches around forever. Just
as long as they are useful erring on the side of caution.
