Well, I generally keep track of new package releases simply by monitoring the packages' web pages/ftp server. When a new release is made, an entry gets made in the respective bug in our bugzilla database (http://bugs.linuxfromscratch.org/). If you'd like to help out keeping track of these (at least for LFS - BLFS do things a little differently in terms of opening new bugs for each release as opposed to reopening existing bugs like LFS does) you are more than welcome to. For BLFS packages I suggest you ask about helping them out on their mailing list (blfs-dev@linuxfromscratch.org).
