Hi, does the license at the beginning of the document https://www.openal.org/documentation/openal-1.1-specification.pdf allow distribution of versions with the same content but in a different form (HTML) and with some formatting changes?

Unfortunately, the other documents like https://www.openal.org/documentation/OpenAL_Programmers_Guide.pdf pretty clearly state "All Rights Reserved", which means no such distribution is legal?
